The 2024 and 2025 P-18 changes: out-of-state water, BS&W, and online filing
The RRC revised Form P-18 effective May 1, 2024: a new section VI(A) captures out-of-state water, page VI(B) supports consolidated reports, and BS&W tracking was added. The previous version is no longer accepted, and since 2025 the P-18 can be filed online through the LoneSTAR portal.
The May 2024 form revision
Operators are required to file the revised version of Form P-18 beginning May 1, 2024, and the Commission no longer accepts the previous version after that date. The new version applies to all reports filed for the April 2024 reporting period and beyond, so filing the right version is the first thing to check.
Out-of-state water and section VI(A)
The revision added reporting for the volume of water received from out-of-state sources, and a new filing section, VI(A), was created to accommodate it. Operators handling out-of-state water now account for it explicitly on the form.
Consolidated reports and page VI(B)
Page VI(B) was added to support consolidated Form P-18s, giving operators who consolidate reporting across facilities a place to do so on the current form.
BS&W tracking and online filing
The revision also added basic sediment and water (BS&W) tracking and a purpose section. Separately, in 2025 the Commission implemented online filing: the P-18 can now be submitted electronically through LoneSTAR, which pre-populates location and lease details and generates a print-ready PDF. The transition completes on September 1, 2026, when the Commission stops accepting hardcopy P-18s entirely.
